Reps: Take Action on the War and Humanitarian Crisis in Sudan (Eyes on Sudan)

The genocide in Sudan has damaged infrastructure, shut down hospitals, and resulted in human rights violations. Women and children are subjected to unprecedented levels of abuse, sexual violence, child recruitment, killing, and maiming.

Millions of people lack access to basic services like food, water, shelter, health, and education. In addition, roughly >19 million children are not attending school. 
The Sudanese people haven’t played a role in this conflict. It was the intl community, US included, that sidelined civilians and legitimized military rule, accepting the coup on 10/25/21 that laid the groundwork for this war in the hope of personal gain. The intl community, particularly the US, now bears a responsibility to provide humanitarian aid to civilians and help to mediate a peaceful resolution.

>18 million people will receive protection and life-saving aid through the end of this year if more than $2.6 billion is raised. As of October 26, $858.9 million had been donated, about $290 million came from the US. To catch up with the growing demand for humanitarian aid among Sudanese citizens, they need increased funding. 
The US has given Ukraine over $3.9 billion in humanitarian aid alone—more than 13x as much as it has given to Sudan—in addition to military, security, and financial assistance totaling over $76.8 billion. Comparably, the House of Reps condemned the genocide in Darfur while authorizing $14.5 billion military aid package to IDF to finance the genocide of Palestinians. I urge you to provide them with support, ensuring just treatment. We demand:

1. Appoint a Special Envoy. 
Either by Presidential Appointment process or of legislative actions by Congress, to guarantee that direct negotiations for humanitarian assistance, peace negotiations, and engagement with neighboring countries take precedence. The Envoy pushed for prosecution of those who committed war crimes. 

2. Immediate ceasefire. 
A monitoring mechanism, safe corridors for humanitarian aid, and the resumption of suspended aid operations is required. The US should apply effective pressure in support of a broad intl coalition.

3. Increase development and humanitarian aid.
The US govt should guarantee the security of food and medical assistance. Sudan is on the verge of a famine. We should ensure the secure transit of convoys carrying humanitarian aid.

4. Apply the Arms Export Control Act and Enforce Intl Traffic in Arms Regulations and Export Administration Regulations on Sudan.
Stop the export and proliferation of military-related goods to Sudan.

5. Work at intl level expansion of UN Arms Embargo on Sudan and Consider Additional Mechanisms. 
In order to reinforce, extend, and broaden the current UN arms embargo and other sanctions on Darfur, Sudan, the entire country of Sudan, important figures in the SAF and RSF, and human rights violators, the US should make use of its permanent membership in the UNSC.
