We call on Congress to use immediate U.S. leverage to stop the war on civilians in Sudan. The Sudanese Armed Forces (SAF) and Rapid Support Forces (RSF), with their international backers, have killed tens of thousands, displaced millions, and created famine.
We demand the following actions:
1. Stop the war on civilians. Impose targeted sanctions on SAF and RSF commanders who attack civilians. Push for a UN‑mandated arms embargo on both sides. Expose and cut off foreign arms flows to either party.
2. Hold international backers accountable. Use Treasury and State Department tools to disrupt financial and logistics networks fueling the war from abroad.
3. Support regional autonomy & local resource control. Any future U.S. aid or debt relief must be tied to genuine autonomy for Darfur, Abyei, and indigenous communities. Profits from oil, gold, and gum arabic must stay under local community control—not warlords or foreign firms.
4. Invest in regenerative agriculture. Create a Sudan Regeneration Fund to support farmer‑led agroecology, drought‑resistant crops, and restoration of gum arabic belts. This will help Sudan become Africa’s breadbasket, creating livelihoods that undermine the war economy.
5. Ensure humanitarian access. Immediately fund cross‑line aid and push all parties to allow unimpeded relief.
Ending mass atrocities aligns with U.S. values and global security. Local control of resources and regenerative farming offer a path to lasting peace.
We urge Congress to hold hearings and pass a resolution adopting these measures. U.S. power must be used to save lives, not enable destruction.
