Protecting pets in hot cars

Today I found out that Indiana is the only state where, if a citizen breaks a car window to save an overheated pet, that citizen has to pay half the costs of repairing the window. This seems unreasonable. Do we have a lot of Hoosiers breaking windows unnecessarily, such that they need to face a punishment? Shouldn’t the irresponsible pet owners be the ones to face the full cost of repair as well as any animal cruelty charges for endangering their pets? Of course we all should and hopefully do dial 911 first before breaking a window. But I think it sets a bad precedent that Indiana expects someone who is potentially saving an animal’s life to pay half the cost of repair. If they are aware of the cost it could deter them from saving the animal and a delayed response from 911 could result in the animal’s death. (According to MyDogIsCool dot com, it takes as little as ten minutes for the air inside the car to reach 30 degrees hotter than outside the car with the windows cracked. The animal in the hot car may not even be discovered in 10 minutes, let alone the 911 call placed.) If they aren’t aware, the unexpected repair cost could put them in debt. Please strongly consider protecting Good Samaritans and do not require them to pay for any cost of repair to rescue an animal in danger.
