The proposed addition to the Texas Medicaid Limitations and Exclusions List, specifically "prescription medications and surgical procedures used for the purposes of transitioning biological sex" (line 2.36), is a matter of grave concern. This move threatens to further marginalize transgender and gender-expansive Texans by restricting their access to essential, life-saving healthcare. It's crucial to remember that healthcare for transgender adults is not only safe but medically necessary. Imposing such limitations is not just unjust, but also cruel.
