Investigate and Reverse Trump's Waiver of the Graham Act

Investigate and reverse Trump's executive order waiving the tariff and duty provisions of the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026. This law passed both chambers of Congress and was signed by Trump himself on September 18. Two days before its implementation deadline, he gutted its core enforcement mechanisms, the very ones designed to cut off the oil revenue funding Russia's war machine. Oil sales are critical to Russia's ability to keep fighting in Ukraine. The Graham Act required up to 500% duties on Russian goods and up to 100% tariffs on top buyers of Russian crude, including China and India. Waiving those provisions doesn't protect American consumers. It protects Putin. Zelenskyy warned Friday that this is just the beginning, predicting sanctions will fall next on gas, then banking, then individuals. He's right to be alarmed. Russia backs Iran, and Iran is actively killing American troops. By allowing Russian oil revenue to flow freely, this waiver funds the very supply chain arming Iranian proxies against our own service members. Russia's economy envoy called this waiver "truly historic." When Putin's inner circle is celebrating a U.S. presidential action, that tells you everything. This decision prolongs the war in Ukraine, emboldens Iranian aggression, and betrays the bipartisan congressional majority that passed this law. Do not let this stand.
