CONGRESS MUST ACT ON DOCUMENTED DETENTION FAILURES
As a constituent, I urge you to review and address the documented conditions at Camp East Montana, a large tent detention facility operated by ICE at Fort Bliss outside El Paso, Texas. The Associated Press documented 130 emergency calls from the camp, along with overcrowding, unsanitary conditions, inadequate food, and repeated medical and mental health crises. No federal detention facility should operate in a manner that reflects such serious failures of safety and care.
THE REPORTED FACTS REQUIRE CONGRESSIONAL REVIEW
AP reported assaults, suicidal behavior, seizures, breathing distress, and a pregnant woman in severe pain. Multiple detainees also died at Camp East Montana during the period in which these failures were being reported. Taken together, these emergencies, deaths, and reported conditions point to failures that merit immediate Congressional review.
THIS IS A BROADER PROBLEM THAT REQUIRES REVIEW
The concerns raised by Camp East Montana do not stand alone. Reuters reported on March 30, 2026 that at least 14 people had died in ICE custody in 2026. In 2025, ICE reported 33 in-custody deaths, the highest total since 2004. Other facilities, including Krome in Florida and Adelanto in California, have also drawn serious complaints. These cases warrant close review of contractor performance, medical care, and detention oversight.
CONGRESS MUST REQUIRE BASIC STANDARDS AND REAL ACCOUNTABILITY
Any facility operating in the name of the United States must meet basic standards of lawful custody, safety, sanitation, medical care, mental health protection, and legal access. Accountability in government contracting should apply here as well. Congress should work in a unified way on enforceable minimum standards, independent inspections, public reporting of deaths, and contract penalties or debarment for serious contractor failure.
YOUR OFFICE SHOULD TAKE THESE STEPS NOW
(1) Speak out publicly for safe, lawful, and professionally run detention conditions.
(2) Press relevant committees to hold oversight hearings on deaths in custody, medical neglect, suicide prevention, sanitation, contractor performance, and access to counsel.
(3) Support bipartisan legislation establishing enforceable detention standards, prompt reporting of deaths and serious incidents, and real penalties for noncompliance.
CONGRESS SHOULD ACT BEFORE MORE PEOPLE ARE HARMED
When the federal government takes people into custody, it assumes a duty to keep them safe. That duty does not depend on party. Congress should act now to ensure that no federal detention facility is allowed to drift into neglect, disorder, or preventable harm.
Thank you.
