The presidential pardon power exists to temper justice with mercy. Under this administration, it has become something far more troubling: a documented pay-to-play system that rewards wealthy donors, political allies, and Mar-a-Lago regulars — while millions of ordinary Americans with legitimate clemency petitions wait in bureaucratic limbo. The evidence is not in dispute: A foreign billionaire charged with bribing Puerto Rico’s governor received a full pardon in January 2026 — after his 25-year-old daughter donated $3.5 million to a Trump super PAC. The Campaign Legal Center has formally requested an investigation into whether the billionaire himself was the true source of that donation, which would constitute an additional crime. Another pardon recipient secured his clemency after his lawyer pressed the President for leniency during a round of golf at Mar-a-Lago. Other white-collar defendants immediately began hiring the same lawyer to pursue their own pardons. More than half of all pardons issued in this term have gone to people convicted of money laundering, bank fraud, and wire fraud — the very crimes this administration claims to be fighting through its so-called anti-fraud agenda. The former U.S. Pardon Attorney — who was fired after opposing one of these pardons — has testified to Congress that there is “ongoing corruption” in the Justice Department and that its leadership “values political loyalty above the fair and responsible administration of justice.” This is not mercy. This is a market. Wealthy criminals with access to the President’s golf course and super PAC walk free. Ordinary Americans who followed proper channels wait years and hear nothing. We demand that Congress immediately investigate the relationship between political donations, lobbying payments, and presidential clemency grants in this administration. The pardon power is granted by the Constitution — not by a $3.5 million check.
