Please do not waste money fast tracking the Sites Reservoir project. One million acre feet of water sitting in the California sun evaporating is a huge waste. Spend the time, money and Electricity to fast-track groundwater recharge projects. Using money and electricity to pump water should be into a reservoir where it won't be continually evaporating. Refilling depleted groundwater reservoirs will help slow land subsidence, allow banking of huge amounts of water indefinitely, and won't damage rivers or the proposed Sites area (by construction then inundation). More surface water construction does not make any sense economically, geologically, or environmentally. I realize you may get some political gain from having something where you can be seen next to a bulldozer, but politicking is all about telling a good story. Tell people what you're doing by string water in aquifers and repeat it often to achieve the same goal.
