Texas Needs an Independent Rangers Investigation of the Austin ICE Shooting

I'm your constituent, and I'm asking you to order an independent Texas Rangers investigation into Sunday's ICE shooting of Wilber Rafael Garces Perez in North Austin, and into every ICE and CBP shooting in Texas since 2025. Right now, ICE is investigating its own agent (CBS News, Sept. 21, 2026). That isn't accountability.
Garces Perez, 28, was making a DoorDash delivery. His lawyer says an unmarked truck rammed his car twice. Video verified by NBC News captures at least three shots as his car slowly rolled forward. DHS first called it a foot chase, and he says that's false. He's now held at an ICE facility in Pearsall with a bullet lodged near his spine (ABC News, Sept. 21, 2026). An administration official admitted he has no criminal history beyond his immigration status (NBC News, Sept. 21, 2026). If ICE deports him, the key witness disappears.
In July, agents in Houston killed Lorenzo Salgado Araujo, a father of three who wasn't the person named in their warrant (NPR). Texas police wear body cameras, identify themselves, and face outside review when they fire their weapons. Federal agents on Texas streets should meet the same standard.
This enforcement isn't aimed at dangerous criminals. As of July, 70.6% of people in ICE detention had no criminal conviction (TRAC, 2026). Texas is paying for it. Foreign-born workers make up about half of the state's construction and landscaping workforce (Dallas Fed). Texas added fewer than 11,000 jobs in 2025, far below its usual 2% annual growth (Governing, Feb. 2026). Dallas Fed economists found enforcement "has produced a chilling effect" on hiring and keeping workers.
Please act this week:
1. Direct DPS and the Texas Rangers to investigate and release all video.
2. Publicly demand that ICE keep Garces Perez in Texas until state investigators interview him.
3. Require body cameras, visible ID, and Texas use-of-force standards in every 287(g) agreement and joint operation with federal agents.
