An open letter to the U.S. House of Representatives
Rep. Dunn - Defend Ukraine, Protect Florida Jobs, and Uphold U.S. Commitments

I am writing to express my deep concern over the recent shift in U.S. foreign policy, which undermines support for Ukraine in its defense against Russian aggression. This week, the Trump administration has taken several alarming actions:
- Unilateral negotiations with Russia: President Trump initiated negotiations with President Putin without involving Ukraine or European allies, raising fears of concessions that could compromise Ukraine's sovereignty.
- Blaming Ukraine for the conflict: President Trump suggested that Ukraine is responsible for the war, stating, "You should have never started it. You could have made a deal." This narrative unjustly shifts blame onto the victim of aggression.
These actions not only contradict our nation's commitment to sovereignty and democracy but also disregard the documented war crimes committed by Russia, including:
- The Bucha massacre, where over 450 civilians were executed, many showing signs of torture.
- Torture and sexual violence, where Ukrainian female prisoners of war reported being subjected to electrocution, beatings, and sexual abuse in Russian captivity.
- Deliberate attacks on civilian infrastructure, including hospitals, schools, and power stations, to terrorize the population.
I know you understand the stakes of this conflict. You stood on stage at the ribbon cutting for the M119A2 program at Nammo Perry and spoke in strong support of NATO and Ukraine’s defense, receiving a special challenge coin from Major General Reim commemorating this effort and your support. You know firsthand how vital this program has been, not only for Ukraine’s survival but for the economic well-being of Taylor County and the national security of the United States.
The $218.1 million contract for 155mm M119A2 propelling bag charges awarded to Nammo Perry under Indefinite Delivery Contract W15QKN23D0055 has ensured steady production of these critical munitions. A second delivery order, W15QKN24F0391, worth up to $293.6 million, has further expanded this effort. These contracts directly sustain jobs in Taylor County, providing economic relief in a time of hardship following the closures of the Georgia-Pacific pulp paper mill and the West Fraser sawmill, as well as back-to-back-to-back hurricane strikes.
With support for Ukraine now under attack, these contracts - and the livelihoods of workers in Taylor County - are at risk. I urge you to use your voice in Congress to oppose this shift in policy, defend continued aid to Ukraine’s sovereign defense, and protect the economic future of our district. Supporting Ukraine is not only the morally right decision - it is a strategic investment in both our national security and local economy.
Thank you for your leadership and attention to this urgent matter.
