No weird company-specific alternatives to taxation. Just fix the tax code.

The US government should not be taking stakes in companies. That gives the government an interest in whether or how well a particular company succeeds, to the exclusion of other countries.
We actually have an existing mechanism to recover expenses for the government taking on the burden of maintaining society (roads, public health, small business loans, etc) and occasional bailouts. It's called taxation.
By rejecting taxation of big business, Congress has created a federal financial problem that bad actors have been able to exploit. By rejecting taxation of business lumped together and allowing a tax alternative directed at one business, Congress has abandoned all pretense of supporting a free market. And has abandoned all pretense of supporting a separation of government from civic business. Which is a Communist trait.
Congress needs to grow a spine and act like freedom, democracy, the US Constitution, and the consent of the governed mean something. And that means all of you.
