I am writing to express my strong opposition to the bill introduced by Rep. Brian Mast that would grant the Secretary of State the power to revoke passports of American citizens based on their speech or opinions. This legislation, which is part of a larger State Department reorganization and is set for an upcoming hearing, poses a severe threat to our fundamental First Amendment rights.
While the bill claims to target "terrorists and traffickers," its broad language could easily be misused to deny citizens their right to travel based solely on protected speech. The proposed power to revoke or refuse passports for those determined to have provided "material support" to organizations designated as foreign terrorist organizations is particularly concerning. History has shown that such "material support" statutes can be interpreted broadly, potentially criminalizing constitutionally protected speech and association.
We've already seen troubling examples of how such power can be misused. Secretary Rubio's past action of revoking a Turkish student's visa based on an opinion piece demonstrates the potential for abuse. Furthermore, his aggressive additions to the State Department's list of foreign terrorist organizations raise concerns about how this new authority might be wielded.
The appeal process included in the bill provides little real protection against potential abuses. This legislation could be used by both Republican and Democratic administrations to silence dissent and punish political opponents, setting a dangerous precedent for future administrations.
I urge you to vote against this bill and any similar legislation that threatens our civil liberties. Instead, I ask that you work to protect and strengthen our First Amendment rights. Our freedom of speech is a cornerstone of American democracy and must not be compromised in the name of national security. We can and must find ways to address genuine threats without infringing on the constitutional rights of American citizens.
Please stand up for our freedoms and oppose this dangerous bill. The integrity of our democracy and the protection of our civil liberties depend on your action.
