End Executive Orders/ No Funding for GitMo

No FUNDING to put refugees and immigrants in Guantanamo. Not a dime. Stop the madness. Please introduce and pass a law that will cancel all executive orders going forward and require a bipartisan review with public comments for any existing orders, with any EO needing a unanimous vote after the review by both houses to become law or move forward as policy in any way.
