The proposed changes to reduce the residency restrictions for registered sex offenders from 500 feet to 250 feet from schools, playgrounds, and facilities serving minors pose a serious risk to child safety in our communities. Study after study has shown that closer proximity of sex offenders to areas where children congregate increases the likelihood of re-offense and endangers children's wellbeing. The existing 500-foot buffer was implemented based on extensive research and consultation with law enforcement experts to strike a careful balance between offender reintegration and community protection. Reducing this distance by half disregards empirical evidence and needlessly jeopardizes the safety of our most vulnerable citizens. Moreover, allowing offenders to maintain residences if facilities later open nearby ignores the dynamic nature of community development. As our cities and towns grow, children's activity zones will shift, potentially placing them in dangerously close contact with convicted predators through no fault of planning. A fixed, adequate boundary is crucial. Protecting kids should be the utmost priority. There is no compelling justification provided for this risky legislation that would meaningfully improve offender outcomes while severely undermining child security. I urge you to reject these proposed changes and maintain the current reasonable 500-foot residency restrictions which prioritize the fundamental rights of children to feel safe in their own neighborhoods.
