Keep Copyright Creep out of Spending Bills

Please keep copyright creep out of this year’s spending bills. The proposals that are on the table—the Journalism Competition and Preservation Act (JCPA, S. 673, H.R. 1735), the Strengthening Measures to Advance Rights Technologies Copyright Act (S. 3880), and the Stopping Harmful Offers on Platforms by Screening Against Fakes in E-commerce Act (SHOP SAFE, H.R. 3429, S. 1843)—are all bills with significant flaws that have not been worked out. They would make it difficult, if not impossible, for me to find information online, buy or sell a used item, or take advantage of my constitutional right to free expression. Furthermore, any proposal that uses copyright or other intellectual property concerns to block expression has no place in an omnibus bill. All of these proposals must stand on their own merits, not borrow those of a spending bill. I look forward to learning more about your position on this. Thank you.
