Oppose Senate Bill 986: Modifies provisions relating to elections

I am writing as a concerned constituent to express my strong opposition to Missouri Senate Bill 986, currently pending in the Missouri General Assembly. While the bill’s official title states that it “modifies provisions relating to elections,” I am deeply troubled by the lack of clarity and transparency in the proposed changes and the real risk that these amendments could make it harder for eligible Missourians to vote.
At a time when we should be working to expand and protect the fundamental right to vote, SB 986 appears to move us in the opposite direction. Proposals that tighten election rules without clear justification risk creating unnecessary barriers for voters, particularly those who already face challenges — such as people of color, the elderly, individuals with disabilities, and people with limited access to documentation. Similar measures in other contexts, like requiring more stringent documentation to register or remain on the voter rolls, have been shown to disproportionately affect eligible voters and reduce participation.
A healthy democracy depends on broad participation and fair access to the ballot. Rather than tightening rules in ways that could disenfranchise voters, Missouri legislators should focus on common-sense reforms that increase voter confidence, ensure equitable access, and protect the integrity of elections without creating unnecessary hurdles.
I respectfully urge you to oppose Senate Bill 986 in its current form, and instead support policy reforms that strengthen, not weaken, voting rights for all Missourians. Our elections — and our democracy — are stronger when every eligible voter is able to cast a ballot without undue difficulty.
