This proposed legislation, House Bill 9874 titled the "Childhood Genital Mutilation Prevention Act", represents a severe infringement on the bodily autonomy and healthcare rights of transgender youth. The attempt to criminalize and deny access to scientifically-recognized, gender-affirming medical care goes against established medical ethics and consensus. Such drastic measures disregard the documented benefits these treatments provide in alleviating gender dysphoria and promoting the wellbeing of transgender individuals. Moreover, the discriminatory nature of this bill, specifically targeting and restricting care for transgender minors, perpetuates the harmful stigmatization of this vulnerable population. It contradicts principles of equal protection under the law by subjecting transgender youth to differential treatment in accessing essential healthcare services. This bill would inflict severe psychological harm on transgender youth by obstructing their ability to receive potentially life-saving care. Denying access to puberty blockers, hormones, and gender-affirming surgeries increases risks of depression, anxiety, and suicidality amongst this group. No child should be deprived of medically necessary treatment validated by leading health authorities. As such, this unnecessarily punitive and discriminatory legislation warrants reconsideration in light of its severe infringements on fundamental rights and wellbeing of transgender youth. A more ethical approach would involve deferring to medical expertise and established protocols when providing appropriate care for transgender minors. A request is hereby made to oppose House Bill 9874 and safeguard transgender youth's access to gender-affirming healthcare.
