I urge you to oppose HCR 2048 when it comes before the House Government Committee on Wednesday. This resolution, sponsored by Representative Michael Way, would ask voters to amend the Arizona Constitution to withhold pay from the governor, state lawmakers, and other statewide elected officials if they fail to pass a budget by April 30. While I understand the frustration with budget delays, this proposal addresses a symptom rather than the underlying problem. The April 30 deadline is arbitrary and does nothing to improve the quality or transparency of budget negotiations. Arizona's budget process has deteriorated from committee-based deliberations with public input to closed-door negotiations among leadership. A constitutional amendment imposing financial penalties will not restore accountability or public participation. The resolution creates a punitive mechanism that could actually worsen budget outcomes. Under pressure to meet an artificial deadline, legislators may rush through inadequate budgets or make hasty compromises that fail to serve constituents. The provision that withheld compensation will not be paid retroactively once the budget passes adds financial coercion without addressing why budgets are delayed in the first place. If the legislature is serious about budget reform, it should return to the committee process that once allowed for thorough review and public testimony. Transparent, committee-based budget negotiations would give constituents meaningful input into how their tax dollars are spent and allow legislators to properly scrutinize spending proposals. This approach would create genuine accountability rather than imposing arbitrary deadlines. HCR 2048 would enshrine a gimmick into our state constitution while ignoring substantive reforms that could restore public trust in the budget process. I ask you to vote no on this resolution and instead pursue reforms that prioritize transparency and public participation in budget negotiations.
