Pass the Government Surveillance Reform Act (GSRA)

I am a voting constituent writing to urge your full support and co-sponsorship of the bipartisan, bicameral Government Surveillance Reform Act (GSRA) of 2026. My urgency is prompted by today’s reporting in The Guardian (“Kash Patel admits under oath FBI is buying location data on Americans”), which reveals a deeply troubling admission from FBI Director Kash Patel during a Senate Intelligence Committee hearing. Under questioning from Senator Ron Wyden, Director Patel confirmed that the FBI is actively purchasing the location data of American citizens from commercial data brokers. This practice represents a blatant "end run" around the Fourth Amendment. While the law requires the government to obtain a search warrant to get location data directly from a telecommunications provider, agencies are currently exploiting a "data broker loophole" to purchase that same sensitive information without any judicial oversight. As Senator Wyden rightly noted, this is particularly dangerous in an era where artificial intelligence can be used to comb through massive amounts of private information to build detailed profiles of law-abiding Americans. The Government Surveillance Reform Act is a common-sense, bipartisan solution led by Senators Ron Wyden and Mike Lee, and Representatives Warren Davidson and Zoe Lofgren. It would: Close the Data Broker Loophole: Prohibit government agencies from purchasing Americans’ sensitive data—including location history and web browsing records—from private brokers without a warrant. End the Backdoor Search Loophole: Require a warrant before the government can search Section 702 databases for the communications of Americans. Protect Modern Privacy: Update our laws to require warrants for data generated by AI chatbots, car telematics, and internet search history. Ensure Accountability: Strengthen the FISA Court by expanding the use of independent experts (amici curiae) to represent the privacy rights of the American people. With Section 702 set to expire on April 20, Congress has a critical window to ensure that national security tools are not used to undermine the constitutional rights of the people they are meant to protect. Privacy and security are not mutually exclusive; we can protect our country from foreign threats while still requiring a warrant to spy on Americans. Please stand up for the Fourth Amendment and commit to supporting the Government Surveillance Reform Act. I look forward to hearing your position on this issue.
