Non profit hospitals have been operating as profit making ventures for a long time and it is time to stop. They receive billions more in tax breaks than they give out in charity. And much of that charity care is suspect, like Medicaid payment gaps and advertising. They need to really behave in the public interest if they want to keep avoiding taxes. I want you to create clear standards for charity care eligibility and obligation, tighten the rules on what constitutes public benefit, require their participation in public health campaigns, prohibit them from using aggressive collection tactics, and create a requirement to engage the community in needs assessments and implementation plans. I also want the FTC to be able to investigate them. Thank you.
