I am writing to demand an immediate, public investigation into the military operations ordered by Secretary of Defense Pete Hegseth that have resulted in over 80 deaths in the Caribbean and Pacific. These strikes on small boats allegedly involved in drug trafficking raise serious legal and constitutional concerns that require Congressional oversight.
The Trump administration has conducted these bombings without providing legal justification for the killings. Most troubling is the reported incident where Secretary Hegseth allegedly issued a "no quarter order" commanding troops to leave no survivors. This order reportedly required a special operations commander to launch a second strike specifically to kill two civilians who survived the initial attack.
Former military lawyer Todd Huntley has stated that because there is no legitimate war between the United States and these alleged traffickers,
and because the civilians posed no imminent threat, these killings amount to murder under U.S. and international law. Strikes on small boats with no warning, no legal basis, and no evidence of imminent threat violate fundamental principles of military law and due process.
If Congress fails to check this lawless violence, Secretary Hegseth could label anyone a legitimate target and order military strikes without legal justification or evidence of wrongdoing. This sets a dangerous precedent that undermines the rule of law and constitutional limits on executive power.
I urge you to demand a full investigation into these operations and hold immediate oversight hearings. Congress must determine whether Secretary Hegseth violated U.S. and international law, whether proper legal review occurred before these strikes, and what evidence justified targeting these individuals.
