An open letter to the U.S. Congress

Repeal the 1991 and 2002 AUMFs — End Blank Checks for War

6 so far! Help us get to 10 signers!

For more than two decades, Congress has allowed two long-expired Authorizations for Use of Military Force (AUMFs) — from 1991 and 2002 — to remain on the books. These relics have been twisted far beyond their original intent, serving as blank checks for presidents of both parties to wage war without accountability. That is unconstitutional, reckless, and an insult to the people you represent. Keeping these AUMFs alive undermines Congress’s most fundamental duty: the sole authority to decide questions of war and peace. Every day they remain, you are surrendering that power to the executive branch and enabling endless, unauthorized conflict. Repealing them will not disrupt current counterterrorism operations. What it will do is restore Congress’s role, rein in executive overreach, and prevent future abuse. This is not about party politics. It is about the Constitution, about checks and balances, and about ending the pattern of endless wars waged in our name without debate, oversight, or consent. I urge you to vote YES on repealing the 1991 and 2002 AUMFs. If Congress cannot even reclaim its most basic constitutional authority, then it is complicit in every unauthorized war that follows.
