Protect State Residents from Unconstitutional ICE Enforcement Practices

I am writing to urge you to take immediate action to protect residents of our state from unconstitutional immigration enforcement practices that threaten the Fourth Amendment rights of everyone. A leaked ICE memo signed in May 2025 by Acting Director Todd Lyons instructs agents to treat administrative removal documents, specifically Form I-205, as authority to enter homes and arrest individuals without a judge-signed warrant. This is a critical distinction: an administrative warrant is internal paperwork generated by the enforcement agency itself, not a judicial warrant signed by a judge. Essentially, agents are writing themselves permission slips to enter private homes, which raises serious constitutional concerns about unreasonable search and seizure. Minnesota has already become a focal point of this enforcement surge, with approximately 3,000 ICE and Border Patrol agents deployed to the Twin Cities in recent operations. A federal appeals court recently lifted restrictions that had prevented immigration agents from using force against peaceful protesters in Minneapolis. These developments demonstrate that any state could be targeted next with similar large-scale operations that disregard constitutional protections. I ask you to introduce or support legislation that clarifies the rights of residents in our state when approached by immigration enforcement at their homes. This should include clear guidance that administrative documents do not constitute judicial warrants, requirements that law enforcement agencies inform residents of their right to refuse entry without a judge-signed warrant, and protections for state and local resources from being used to facilitate warrantless entries. The Fourth Amendment protects all people within our borders, not just citizens. When we allow one agency to bypass constitutional protections, we weaken them for everyone. Our state's residents need you to stand firm on this principle and ensure we do not become complicit in unconstitutional enforcement practices.
