I am writing to express my strong support for House Bill 2593, which appropriates $1,500,000 to the University of Arizona for operating the perinatal and pediatric psychiatry access line during fiscal year 2026-2027. This consultation service provides critical psychiatric support and resources to healthcare providers treating pregnant women, new mothers, and children with mental health needs. By funding this access line, Arizona can ensure that primary care providers across the state have immediate access to psychiatric expertise when treating vulnerable populations who might otherwise go without specialized mental health care. The perinatal period is particularly crucial for mental health intervention. Untreated maternal mental health conditions affect not only mothers but also infant development and family stability. Similarly, early identification and treatment of pediatric mental health issues can prevent more serious conditions from developing and reduce long-term healthcare costs. Many healthcare providers lack specialized training in perinatal and pediatric psychiatry, making this consultation line an essential resource for delivering quality care. The $1.5 million appropriation represents a cost-effective approach to expanding mental health access without requiring the construction of new facilities or hiring additional full-time staff. By supporting existing providers with expert consultation, this funding multiplies its impact across Arizona's healthcare system. I particularly appreciate that Section B exempts these funds from automatic lapsing provisions under Arizona Revised Statutes section 35-190. This flexibility ensures the University of Arizona can effectively manage the program without artificial fiscal year constraints that might compromise service delivery. The bipartisan sponsorship of HB 2593, including Representatives Stahl Hamilton, Bliss, Contreras P, Garcia, Gutierrez, Luna-Nájera, Simacek, Travers, Villegas, and Volk, along with Senators Mesnard and Ortiz, demonstrates broad recognition of this program's value.
