amend the recall process

I am member of Indivisible CA33/CA37. I'm writing because it's high time to improve California's recall laws to discourage wasteful abuse of our state's resources. A few examples of changes that could be made: -Change our recall to a “Retention” model where the Lt. Governor would assume the position in a successful recall. -Require just cause. -Raise the signature requirement to 25% -Increase signature minimum from 5 counties to 25%. -Increase initial filing requirements. Right now, it only costs $4000 and 65 signatures to launch a candidate into our elective chaos. Thank you for your time and consideration.
