With FEMA support being withheld during disasters, Oregon must prioritize protecting our rural communities through proactive measures. Utilizing a portion of the upcoming $1.64 billion "kicker" tax refund to fund wildfire prevention and suppression efforts is a pragmatic solution. As Governor Kotek suggested, withholding $1 billion from the kicker designated for high-income earners could provide vital resources to safeguard areas prone to wildfires, largely benefiting rural regions. This strategic allocation represents a responsible transfer of funds from urban to rural areas, addressing a pressing need. While the kicker rebate is codified, the state constitution allows for its suspension with a two-thirds legislative majority, presenting a viable option. The funds would offer much-needed relief, supplementing the projected $300 million biennial shortfall in wildfire spending. By taking this proactive step, Oregon can demonstrate its commitment to the safety and well-being of all its residents, particularly those in vulnerable rural communities.
