The One Big Beautiful Bill clawed back unobligated transportation grants that communities had already won, including up to $2.4 billion from Neighborhood Access and Equity and as much as $750 million for trails, walking, and biking. Up to $4.7 billion in competitive awards will be rescinded unless Congress restores them.
These were life-saving projects designed to reconnect neighborhoods, improve access to jobs, and reduce fatalities. Analysts estimate approximately $2.46 billion remains unobligated across dozens of reconnecting projects because federal reviews and slow-walking delayed agreements. That made those dollars an easy target for rescission.
I am urging you to reverse these rescissions, reappropriate the lost funds, and add clear statutory guardrails that require timely obligation and public reporting. Senate appropriators from both parties are already adding instructions into the legislative text and strengthening reporting on grant terminations. The House should adopt the same approach.
