I am writing to demand that you oppose the Greenland Annexation and Statehood Act introduced by Representative Randy Fine. This legislation authorizes the President to annex Greenland through negotiation or other means, constituting a flagrant violation of the Treaty of the Danish West Indies and a betrayal of fundamental principles of international law that have governed American foreign policy for over a century.
The Treaty of the Danish West Indies, ratified in 1917 when the United States purchased what is now the U.S. Virgin Islands from Denmark, established binding protocols for territorial transfers between our nations. That treaty was predicated on peaceful negotiation, mutual consent, and absolute respect for sovereignty. Representative Fine's bill directly violates this treaty by leaving open the possibility of acquisition "by other means" while President Trump publicly discusses using military force. This is not merely poor policy. It is an explicit breach of our legal obligations to Denmark.
This legislation threatens to trigger Article 5 of the NATO charter, as Denmark is a founding NATO member. An invasion or forced annexation of Greenland could obligate the United States to defend against itself, an absurd scenario that would shatter the alliance that has maintained peace in Europe for 75 years. The Prime Ministers of both Greenland and Denmark have categorically rejected American takeover attempts, making clear that any annexation would be non-consensual and illegal under international law.
Representative Fine justifies this reckless legislation by citing control of Arctic shipping lanes, but American security interests are already fully protected through our NATO partnership with Denmark and existing defense agreements. Violating international treaties and threatening military action against allies does not enhance our security. It destroys our credibility, isolates us diplomatically, and demolishes the rules-based international order that America helped create and has defended for decades.
I demand that you publicly oppose this dangerous legislation and reaffirm America's commitment to respecting the sovereignty of our allies and honoring our treaty obligations.
