Urgent: FBI and DOJ Obstruction of Minnesota BCA Homicide Investigations

I write to you as a concerned constituent deeply troubled by recent developments in Minnesota involving two fatal shootings by federal immigration officers — the deaths of Renee Good and Alex Pretti — and the apparent obstruction of state investigators by the Federal Bureau of Investigation (FBI) and the Department of Justice (DOJ). On January 24, 2026, federal agents shot and killed Alex Jeffrey Pretti, a 37-year-old American resident and intensive care nurse, in Minneapolis. According to state authorities, the Minnesota Bureau of Criminal Apprehension (BCA) obtained a valid judicial warrant to investigate the scene, yet federal agents denied them access and retained control of critical evidence. In a February 16 statement, BCA Superintendent Drew Evans confirmed that the FBI formally notified Minnesota state investigators that it would not share any evidence or information collected on Pretti’s killing, just as cooperation on the earlier killing of Renee Good — also at the hands of an ICE agent — was limited or blocked. He called this refusal “concerning and unprecedented.” Multiple news reports further document that these refusals represent a stark departure from established practice, where federal and state law enforcement routinely collaborate on officer-involved shootings. Instead, the current pattern appears to exclude state jurisdiction, impeding a transparent and accountable investigation. Federal prosecutors in Minnesota reportedly have been blocked from pursuing independent inquiries into these shootings, and senior career attorneys resigned in protest after efforts to investigate were stymied. The deaths of Renee Good and Alex Pretti — both U.S. citizens — warrant full, unbiased investigation. Blocking state law enforcement and withholding evidence undermines justice, public trust, and our constitutional commitment to equal rule of law. These deaths have not only caused deep pain in Minnesota communities, but have also raised serious civil liberties and accountability questions nationwide. Accordingly, I respectfully demand that you take immediate action to ensure: 1. Full compliance by the FBI and DOJ in releasing all evidence, information, and records relevant to the investigations into the killings of Renee Good, Alex Pretti, and any related officer-involved use of force in Minnesota. 2. Full cooperation with Minnesota law enforcement authorities, including the BCA and county attorneys, so that independent state investigations may proceed without federal obstruction. 3. Congressional oversight hearings to examine whether the FBI and DOJ are unlawfully withholding critical evidence and to assess whether this refusal violates federal investigative norms, civil rights laws, or due process. 4. Any necessary legislative remedies to clarify federal obligations to share evidence with state authorities in officer-involved shootings, especially when U.S. citizens are killed. Our citizens — and the rule of law — deserve nothing less than full transparency, cooperation, and accountability from all federal law enforcement agencies. I urge you to act swiftly to uphold justice in these deeply troubling cases. Thank you for your attention to this urgent matter.
