I am writing to demand immediate congressional action to ICE and DHS’s violent, unlawful, and lethal operations and to hold officials accountable for clear violations of the law. On January 7, an ICE agent shot and killed Renee Nicole Good, a 37-year-old Minneapolis mother, firing three shots into her head through her car window during a federal immigration enforcement operation. Following the killing, federal authorities shifted the investigation entirely under FBI control and blocked Minnesota state and local investigators from participating in the inquiry. This is consistent with judicial precedent and is not contested. Minnesota Attorney General Keith Ellison has stated that the state does not need federal permission to investigate or charge the ICE agent involved and has called for a fully independent investigation, emphasizing that state authorities have the legal right and responsibility to pursue justice in a killing of this nature. Congress has a constitutional duty to ensure federal law enforcement operates within the law, respects constitutional rights, and is held accountable when it kills civilians—citizens and non-citizens alike. Constitutional protections do not disappear based on immigration status. You must take the following immediate actions: • Support and pass H.R. 4456, introduced by Rep. Pramila Jayapal, to end ICE targeting of U.S. citizens and to establish clear protections for non-citizens subjected to federal enforcement actions. • Oppose H.Res. 767 and any measure that expands or excuses abusive federal law enforcement practices. • Demand full transparency and state participation in the Renee Good investigation — including holding hearings and issuing subpoenas if necessary. • Introduce and pass legislation to restrict FBI obstruction of state and local cooperation in investigations involving deadly force by federal agents. • Support impeachment proceedings against Secretary Kristi Noem or any federal official who enables or defends illegal enforcement operations. • Block any increase in ICE funding and oppose funding that expands militarized raids that violate constitutional and human rights. When federal agents kill a civilian and then prevent lawful investigations by state authorities, Congress must exercise oversight and legislative authority. Oversight is not optional—accountability is not discretionary. Act now.
