How did Trump and Hegseth ruin the U.S. Navy so quickly?

The U.S. Navy has been functioning for about 150 years. The U.S. has been at war for 226 years of its existence. So, the U.S. Navy should know how to manage feeding their people. They have done this for its entire existence. The question is, what did Hegseth and Trump do to screw this up so badly that the Navy can't function properly?
