Clarification on Leadership of the Department of Government Efficiency (DOGE)

I am writing to seek clarification regarding the leadership of the recently established Department of Government Efficiency (DOGE). There appear to be conflicting statements from the administration concerning who is at the helm of this department.
On January 20, 2025, President Trump signed Executive Order 14099, renaming the United States Digital Service as the United States DOGE Service (USDS). Subsequently, public statements from the President have referred to Elon Musk as leading this initiative. For instance, President Trump stated, “Elon is going to streamline our government like he did with his companies.”
Elon Musk himself has made remarks suggesting his active involvement, stating, “I am committed to eliminating wasteful practices in federal agencies.”
However, an affidavit filed in federal court on February 17, 2025, by Joshua Fisher, Director of the White House Office of Administration, asserts that “Mr. Musk is not the U.S. DOGE Service Administrator” and “has no actual or formal authority to make government decisions himself.”
Given these contradictory statements, I respectfully request clarification on the following points:
1. Who is the official administrator of DOGE?
2. What is Elon Musk’s precise role and scope of authority within DOGE?
3. How does the administration reconcile the President’s public statements with the recent affidavit filed in court?
Understanding the leadership structure of DOGE is crucial for transparency and for constituents to have confidence in the governance of this new department.
