On July 28, 2025, the Office of Personnel Management (OPM) under Trump issued a memo titled “Protecting Religious Expression in the Federal Workplace” directing agencies to allow broad religious expression by federal employees, including:
* Federal workers can display religious items such as Bibles, crosses, crucifixes, mezuzahs, posters, prayer cards, jewelry, and other faith-based symbol— so long as it isn’t disruptive or discriminatory
* Employees may engage in religious conversations, including politely suggesting why their beliefs may be “correct”, provided they stop if someone objects and the discussion remains non‑harassing
* Supervisors may encourage subordinates to attend religious activities, as long as it’s not coercive or discriminatory
So who decides what is disruptive, discriminatory, non-harassing, or coercive?
This is a direct assault on the wall that keeps us safe: the separation of church and state. This wall is grounded in the Establishment Clause of the First Amendment, which prohibits the government from making any law “respecting an establishment of religion.”
Combined with the Free Exercise Clause, it protects your right to believe — or not —
while restricting the government from promoting, endorsing, or favoring any one faith.
Trump’s OPM memo—telling federal workers they can actively persuade coworkers to change their beliefs, display aggressive religious iconography, and host prayer gatherings in government offices— appears to violate the Establishment Clause of the First Amendment.
There are decades of Supreme Court precedent, including cases like Engel v. Vitale (1962) and Lee v. Weisman (1992), which affirmed that government entities cannot sponsor or pressure participation in religious expression, especially in environments where power dynamics chill dissent—like the workplace.
Please investigate the legality of this memo. We must protect belief by protecting choice.
Separation of church and state is sacred. Protect is by introducing emergency legislation reinforcing religious neutrality in federal workspaces.
