The Ballroom Is Not "Under Budget"

Can you explain to me how the ballroom can be "under budget" when there has never been a budget in the first place? I am very confused and seriously would like an answer. Doubling the projected cost over the course of the past year does not seem like "under budget" to me. I don't care whether the taxpayers are on the hook, or a bunch of billionaires. In fact, I would prefer it to be the taxpayers because I think there needs to be some oversight. It looks to me as if the billionaires are attempting to bribe you.
