An open letter to the U.S. Congress

The House Needed to Vote on Impeachment. Johnson Sent Them Home Instead.

This week, House leadership abruptly canceled scheduled votes and sent members home a day early, launching an extended pre-election recess that leaves major legislative business unresolved until after the November midterms. While leadership claimed "the House has done its work," pulling the chamber out of session early is part of an escalating pattern of using schedule changes to avoid recorded floor votes on high-stakes oversight and policy issues. By canceling at least 63 scheduled voting days across this Congress—including multiple days this month alone—leadership has repeatedly deprived constituents of knowing where their representatives stand on critical national issues. Three pressing matters were directly sidestepped by this week’s sudden adjournment: - A Mandatory Impeachment Vote Deferred: Under House rules, leadership was required to schedule a floor vote on Representative Thomas Massie’s privileged impeachment resolution against Defense Secretary Pete Hegseth regarding unauthorized war operations. By canceling Thursday’s session, leadership deferred a vote that reportedly had bipartisan support, delaying accountability until after voters go to the polls. - The Epstein Files Discharge Petition Blocked: Lawmakers left Washington without floor action on a bipartisan push to force the disclosure of Department of Justice investigative records linked to Jeffrey Epstein, despite growing support from members demanding transparency for survivors. - Artificial Intelligence Safeguards Ignored: More than 100 House members formally petitioned leadership to remain in session to address urgent national security risks and regulatory frameworks surrounding artificial intelligence. Adjourning early leaves these critical policy decisions completely untouched. - FY27 Appropriations Left in Limbo: All 12 spending bills remain outstanding as the House adjourns. Setting aside these bills now guarantees a predictable, last-minute funding crunch and shutdown threat when Congress returns in November. Criticism of these canceled workdays is not a partisan talking point. Conservative members of the majority have publicly slammed the decision to cut session days while major policy deadlines loom, with Representative Massie directly confronting leadership on the House floor over the refusal to debate war powers, justice for crime victims, and fiscal responsibility. Members of Congress are elected to show up, debate, and take recorded votes—especially on difficult issues. I urge you to take immediate action: 1. Call for Restoring Canceled Votes: Publicly demand that leadership reconvene the House to take up pulled votes—including the privileged Hegseth resolution and Epstein file transparency measures—on their merits before the midterms. 2. Oppose Schedule Manipulation: Commit to opposing any future motion or schedule modification whose primary purpose is shielding members from taking recorded floor votes on contested oversight matters. 3. Prioritize FY27 Appropriations: Insist that returning legislative sessions be dedicated to full, open floor debate on individual spending bills rather than deadline-driven omnibus packages. Constituents deserve full transparency before heading to the ballot box. Stop ducking votes, return to Washington, and perform the constitutional duties of the legislative branch.
