I am writing to demand immediate action following the killing of a man by Immigration and Customs Enforcement agents in Minneapolis on January 26, 2025. Video footage shows ICE agents repeatedly punching this person, forcing him to the ground, and shooting him multiple times before he was pronounced dead at the scene. This marks the second fatal shooting by ICE in Minneapolis in less than three weeks, following the killing of Renée Good on January 7, 2025.
These are not isolated incidents of excessive force. They represent a pattern of deadly violence that demands criminal investigation and prosecution. According to the Minnesota Star Tribune, ICE agents immediately attempted to obstruct accountability by taking witnesses to the Whipple building, which has been serving as a detention center during immigration raids. They also ordered Minneapolis Police Chief Brian O'Hara to leave the scene, though he refused to comply.
When law enforcement officers kill civilians, they must face the same legal consequences as any other person who commits homicide. The fact that ICE attempted to control witnesses and exclude local police from the crime scene suggests consciousness of wrongdoing and potential evidence tampering. These actions warrant investigation under federal obstruction of justice statutes.
I am asking you to take three specific actions. First, call for an independent criminal investigation into both killings, with findings referred to prosecutors for potential charges. Second, demand that the Department of Homeland Security immediately suspend the agents involved pending investigation. Third, introduce or support legislation that subjects federal immigration agents to the same use of force standards and accountability mechanisms that apply to local law enforcement.
Two people are dead in Minneapolis within three weeks. Without swift action to establish accountability, this violence will continue. Federal agents who kill civilians must answer to the criminal justice system, not operate above it.
