Anticipated changes to the federal Department of Education will change access to education for students with disabilities in Pennsylvania. I urge the Pennsylvania State Legislature to take proactive measures to strengthen special education services, in keeping with Article 3 Section B of the Pennsylvania Constitution ("The General Assembly shall provide for the maintenance and support of a thorough and efficient system of public education to serve the needs of the Commonwealth"). It is vital to safeguard against erosion of key federal laws like the Individuals with Disabilities Education Act and Section 504 of the Rehabilitation Act that currently ensure students have access to IEPs and 504 plans. Equal access to a free, appropriate public education must be vigorously defended for all Pennsylvania students with disabilities.
