I am writing to urge you to stand firmly with Ukraine and support the bipartisan Ukrainian Adjustment Act, H.R. 3104. Recent developments in the Russia-Ukraine conflict demand clear moral leadership from Congress.
The leaked 28-point peace plan from the Trump administration would force Ukraine to cede territory to Russia, reduce its military capacity, and permanently ban NATO membership. This proposal rewards Russian aggression and undermines the sovereignty of a democratic nation that has defended itself against an unprovoked invasion. Excluding Ukrainian President Volodymyr Zelenskyy from peace talks with Vladimir Putin is fundamentally unjust. No nation should have its future decided without representation at the negotiating table.
Russia continues its brutal assault on Ukrainian civilians. Recent drone attacks on Kyiv demonstrate that Putin has no interest in genuine peace, only capitulation. Abandoning Ukraine now would signal to authoritarian regimes worldwide that territorial conquest through violence will be tolerated by the United States.
Ukrainian refugees who fled to America now face the additional trauma of potential deportation. These families escaped war and contributed to our communities. They deserve protection and stability. H.R. 3104 provides a pathway for Ukrainian refugees to remain in the United States legally, offering them the security they need to rebuild their lives.
I ask you to take three specific actions: publicly oppose any peace plan that excludes Ukrainian leadership from negotiations, advocate for continued military and humanitarian aid to Ukraine, and cosponsor H.R. 3104 to protect Ukrainian refugees currently in the United States.
Ukraine's fight is about more than one nation's borders. It is about whether democracies will stand together against authoritarianism or allow aggression to be rewarded. I trust you will choose the side of freedom and justice.
