Repeal the tax provisions in Public Law 119-21 that systematically funnel wealth to the top while the rest of us foot the bill. This law, signed on July 4, 2025, locks in permanent tax cuts for the richest 2% of households, lets business owners pay lower marginal rates than their own employees, and raises the estate tax exemption to $15 million per individual — a provision affecting roughly 4,000 ultra-wealthy families that will cost the country $212 billion by 2034. Section 70101 alone — permanently cutting the top income tax rate from 39.6% to 37% for individuals earning over $640,000 — hands those earners an average $10,000 annual windfall at a $340 billion cost to the nation. Meanwhile, Section 70431 expands capital gains shelters that Treasury data shows benefit people earning over $1 million, with just 1% of gains going to those earning under $100,000. The Congressional Research Service found these investment subsidies don't grow the overall economy — they just shuffle money within the wealthiest tax bracket. The lawmakers who wrote PL119-21 did this to the middle class. The $753 billion in domestic business tax cuts in this law aren't trickling down — they never do.
