Federal Watchdogs Save Billions - Congress Must Protect Them

CONGRESS MUST RESTORE INSPECTOR GENERAL INDEPENDENCE AND ENFORCE STATUTORY REMOVAL RULES As a constituent, I strongly urge Congress to restore the independence and intended functioning of inspectors general across the federal government. In early 2025, in an unprecedented action, the administration removed or forced out at least 17 inspectors general across the federal government in what oversight organizations described as a sweeping purge of federal watchdogs. Over the past decade inspectors general have identified well over $100 billion in savings. The dismissals affected inspectors general responsible for oversight of major federal programs including the Departments of Defense, Transportation, Health and Human Services, and Veterans Affairs. In FY 2023 inspectors general identified more than $93 billion in savings, recoveries, and waste prevention, followed by $71 billion in FY 2024, according to the Council of the Inspectors General on Integrity and Efficiency. Inspectors general are one of the federal government’s most effective tools for protecting taxpayers by minimizing waste, fraud, and abuse and ensuring that federal funds are used lawfully and efficiently. Weakening this oversight system risks billions of taxpayer dollars and undermines Congress’s ability to monitor the executive branch. THE 2025 PURGE OF INSPECTORS GENERAL DEMANDS IMMEDIATE CONGRESSIONAL ACTION Federal law requires the President to give Congress 30 days advance notice with a specific explanation before removing an inspector general. This requirement appears in Section 3(b) of the Inspector General Act (5 U.S.C. § 403(b)). In the 2025 removals, that statutory notice requirement was not provided to Congress. A federal court later concluded that the removals likely violated the Inspector General Act because Congress was not given the required advance notice. Those notice protections exist precisely to prevent retaliation against investigators whose work exposes misconduct or misuse of federal funds. INSPECTORS GENERAL ARE CONGRESS’S PRIMARY OVERSIGHT TOOL Congress created the modern inspector general system through the Inspector General Act of 1978 specifically to ensure independent oversight inside executive agencies. Inspectors general function as Congress’s eyes and ears inside the executive branch. These offices conduct audits and investigations designed to detect misconduct and protect federal programs from misuse. If inspectors general can be removed in large numbers without lawful notice or justification, Congress loses one of its most powerful mechanisms for enforcing accountability. WEAKENING WATCHDOGS PUTS BILLIONS OF TAXPAYER DOLLARS AT RISK Inspectors general routinely uncover problems involving defense contracting, disaster relief, public health programs, and other major federal expenditures. Their investigations deter misconduct and help recover taxpayer funds. When watchdog offices are weakened, left vacant, or politically controlled, fraud and abuse become harder to detect. The inevitable result is more waste, fewer recoveries, and less transparency for Congress and the public. CONGRESS MUST ENACT FOUR REFORMS TO RESTORE THE SYSTEM To restore the intended functioning of inspectors general, Congress must take the following steps: (1) Establish and enforce a true for-cause removal standard so inspectors general can only be dismissed for defined misconduct, incapacity, or neglect of duty. (2) Require that acting inspectors general come from career watchdog ranks, not from political appointees within the same administration. (3) Create an automatic succession rule so the deputy inspector general becomes acting IG whenever a vacancy occurs. (4) Hold oversight hearings and require prompt nomination and confirmation of qualified, nonpartisan inspectors general for every vacancy. CONGRESS MUST DEFEND ITS OWN OVERSIGHT AUTHORITY Independent inspectors general protect taxpayer funds and strengthen Congress’s constitutional oversight authority. Allowing these watchdog offices to be weakened or politicized invites corruption, increases waste, and erodes public trust in government. Congress should act decisively to restore the strength and independence of the inspector general system. Thank you.
