Oppose Any Peace Agreement That Rewards Russian Territorial Aggression

I am writing to urge you to oppose any peace framework that allows Russia to retain Ukrainian territory seized through illegal aggression. President Zelensky announced on December 9 that Ukraine and its partners are negotiating three key documents covering a peace agreement, security guarantees, and reconstruction. As these negotiations progress, the United States must not repeat the mistakes that emboldened Putin's imperialism in the first place.
The framework peace plan has evolved from a 28-point U.S.-Russian draft to a 20-point version, with territory-related questions including the status of Donbas continuing to surface in talks raised by Moscow. Any agreement that allows Russia to keep Donetsk Oblast or Crimea would reward Putin for years of unchecked aggression. Western inaction when Russia interfered in Georgia's elections and when Putin invaded Crimea in 2014 sent a clear message that territorial conquest carries no consequences. We cannot make that mistake again.
The Kremlin still refuses to compromise on its core demands, including forcing Ukraine to withdraw from unoccupied parts of Donetsk Oblast. This is unconscionable. Russia is the aggressor that invaded a sovereign nation, killed Ukrainian civilians, and displaced millions. Putin's regime cannot be allowed to dictate the terms of withdrawal from territory it illegally occupies.
Zelensky has stated that Ukraine is working with Washington on security guarantees that would be approved by Congress, including weapons, sanctions mechanisms, air defense, and something similar to NATO's Article 5 collective defense provision. I support robust security guarantees, but they cannot substitute for territorial integrity. The Ukrainian people did not start this war. They want their land, their children, and their lives back.
I urge you to publicly oppose any peace agreement that legitimizes Russian territorial gains and to support Ukraine's right to full sovereignty over all its internationally recognized borders. Rewarding aggression only guarantees future conflicts.
