An open letter to the U.S. Congress

Congress Must Act Now to Save AmeriCorps and Uphold the Law

I am writing to express my deep concern regarding the Trump Administration’s dismantling of AmeriCorps, reportedly initiated through the Department of Governmental Efficiency (DOGE). As documented by the Washington Post on April 25, 2025 (source), this decision threatens a program that has delivered extraordinary value to the American people for decades. AmeriCorps' Proven Record of Service to the Nation AmeriCorps has a long and distinguished history of supporting communities across the United States. Its programs have helped rebuild after natural disasters, tutor and mentor underserved students, support public health initiatives, and address critical needs in low-income communities. By empowering thousands of Americans to serve their country through meaningful work, AmeriCorps has strengthened civic engagement, created career pathways, and contributed to national resilience. The Termination of AmeriCorps Is Without Clear Legal Authority The decision to dismantle AmeriCorps, particularly through the unilateral actions of DOGE, appears to lack proper legal foundation. AmeriCorps was created by Congress through the National and Community Service Act of 1990. It cannot be lawfully eliminated without Congressional action. The executive branch, through DOGE or otherwise, does not have the constitutional authority to terminate congressionally established programs without legislative repeal or express authorization. This overreach is not only unlawful but sets a dangerous precedent for the executive nullification of congressionally mandated initiatives. The Loss of AmeriCorps Would Harm Communities Nationwide Eliminating AmeriCorps would cause serious and measurable harm to American communities. Local organizations that depend on AmeriCorps members to deliver critical services would be left without support. Vulnerable populations—including children, seniors, and disaster-affected communities—would suffer immediate setbacks. At a time when national unity and public service are more important than ever, dismantling this vital program sends the wrong message to citizens about the value of civic engagement and service. Request for Immediate Congressional Action I respectfully urge you to act swiftly to protect AmeriCorps. Please support legislation that explicitly reaffirms its funding and existence, and challenge the unauthorized efforts by the Trump Administration and DOGE to dismantle it. Preserving AmeriCorps is not just a matter of policy; it is a reaffirmation of our national commitment to service, community, and democratic principles. Thank you for your attention to this critical issue.
