I am writing to urge you to publicly oppose the Trump administration's threats to use military force to seize Greenland and to support congressional measures that reassert constitutional authority over military interventions.
The administration's consideration of using U.S. military forces to acquire Greenland, despite repeated objections from Denmark and European allies, represents a dangerous escalation that would fundamentally damage the NATO alliance. This expansionist agenda, which the administration calls the "Donroe Doctrine," extends beyond Greenland to include military threats against Mexico, Cuba, and Colombia. Following the military operation in Venezuela to capture former president Maduro, these threats demonstrate a pattern of unauthorized military action that bypasses congressional approval.
Congress holds constitutional authority over declarations of war and federal funding. The executive branch's unilateral military interventions undermine this separation of powers and put U.S. interests at risk by damaging relationships with allies and partners throughout the Western Hemisphere and Europe. Denmark is a NATO ally, and threatening military action against its territory would create an unprecedented crisis within the alliance.
I ask you to take three specific actions. First, publicly oppose the administration's calls to take over Greenland and make clear that such action would be unacceptable. Second, support a War Powers Resolution that would block military intervention without congressional approval. Third, support provisions in the Fiscal Year 2026 Defense Appropriations bill that would block funding for military interventions not approved by Congress.
These measures are essential to restore constitutional checks on executive power and prevent further unauthorized military actions. The administration's pattern of defying legal constraints requires Congress to act decisively to protect both our democratic institutions and our international relationships. I urge you to stand firm in defending congressional authority over matters of war and peace.
