Stop “Rolling Coal” In Washington

Please enact legislation addressing the practice of “rolling coal”. “Rolling coal” has long been recognized as dangerous, polluting, and illegal under the federal Clean Air Act. While federal law prohibits emissions tampering, Washington should adopt a clear state law specifically addressing intentional “rolling coal” and establish practical penalties that local law enforcement can use. The State of Washington should act to: Increase clarity for enforcement – Create a clear enforcement standard for local law enforcement. Promote public safety – Prohibit intentional excessive smoke emissions used as harassment or intimidation. Protect public health – Reduce toxic emissions to protect our health and our air quality.
