Oppose Efforts to Ban Gender-Affirming Care for Adults

I am writing to urge you to oppose any legislation that would ban gender-affirming care for adults. On Tuesday, Heritage Foundation President Kevin Roberts appeared on the PBD podcast and openly called for outlawing transgender care for all ages, including adults. When asked how to address transgender adults, Roberts simply stated: "You outlaw it." This is not hypothetical. The Heritage Foundation, the organization behind Project 2025, is actively pursuing what Roberts calls "radical incrementalism" to eliminate access to care. Roberts explicitly endorsed taking medication away from transgender adults, stating the organization is "willing to take a quarter of the enchilada" while working toward a complete ban. This language mirrors leaked January 2024 conversations between Ohio Representative Gary Click and Michigan Representative Josh Schriver, who discussed ending care for everyone using nearly identical "small bites" strategy language, suggesting coordinated nationwide efforts. We have already seen this strategy in action. Florida's SB 254 eliminated 80% of transgender adult care overnight by banning nurse practitioners from providing it. Missouri Attorney General Andrew Bailey issued an emergency rule targeting all ages with requirements so onerous they created a de facto ban. Puerto Rico recently criminalized care for anyone under 21 with penalties up to 15 years in prison. Trump's executive orders ban care to age 19. Attempting to legislate transgender people out of existence is not healthcare policy. It is an attack on the fundamental rights of American citizens to access legal medical care and live as themselves. Transgender people are your constituents, your neighbors, and members of our community who deserve the same rights and dignity as everyone else. I urge you to publicly oppose any legislation that would restrict gender-affirming care for adults and to stand against the Heritage Foundation's stated goal of outlawing transgender healthcare entirely.
