Demand a Hiring Freeze and Vetting Overhaul at DHS and ICE

Implement an immediate hiring freeze at DHS and ICE and launch a formal investigation into the vetting processes used to screen new hires. David Brouillette, the ICE agent who shot and killed Johan Sebastián Durán Guerrero in Biddeford, Maine this week, had a documented public history of violent and abusive behavior — and he was hired anyway. That is a systemic failure, and it demands a systemic response. Multiple people, including two ex-wives, reported Brouillette's pattern of abuse, intimidation, and coercive control to law enforcement, courts, and DHHS over many years. His second ex-wife, Lucinda Brouillette, filed for a protection from abuse order the same week as the shooting. This was not hidden information. If federal agencies are arming and deploying people with this kind of documented history, the public has every right to demand answers about how that happens and what will be done to stop it from happening again.
