The SAVE Act would impose restrictive and unnecessary documentation requirements for voter registration that would disenfranchise millions of eligible American citizens. Over 21 million voting-age citizens lack readily available documentary proof of citizenship such as a passport or birth certificate as required by the bill. This burden would fall disproportionately on voters of color, married women who have changed their names, and younger voters. The SAVE Act would also effectively eliminate popular methods of voter registration like mail-in registration, voter registration drives, online registration systems, and automatic voter registration by requiring in-person submission of citizenship documents in many cases. Congress should reject this antidemocratic legislation that undermines voter participation and access to the fundamental right to vote for all Americans.
