NSPM-7: Dissent Is Not Terrorism — Defend the Constitution

Dear Representative, I am writing as a constituent to express serious concern about National Security Presidential Memorandum 7 (NSPM-7), issued September 25, 2025. This directive broadly labels civic dissent, nonprofit advocacy, and political protest as indicators of domestic terrorism. It conflates protected First Amendment activity — speech, assembly, and association — with criminal conduct. No credible legal distinction is drawn between actual violence and ideological opposition to the administration. The First Amendment does not permit the government to criminalize belief or viewpoint. NSPM-7 does exactly that in its framing, even if it stops short of creating new statutory crimes. The chilling effect on free expression is real and intended. I am asking you to: 1. Publicly oppose NSPM-7 and call for its rescission 2. Support legislative limits on executive authority to label domestic groups as terrorist organizations without congressional authorization 3. Hold oversight hearings on how this directive is being implemented across federal agencies The Constitution does not bend to political convenience. I expect you to defend it.
