An open letter to the President & U.S. Congress; State Governors & Legislatures

Voting Yes on a budget Trump says is tainted by known fraud violates US laws.

I am writing to urge you to take immediate action in response to President Trump’s statement during the State of the Union on March 4, 2025, regarding substantial fraud findings in government spending. According to his remarks, “We have found hundreds of billions in fraud.” This revelation necessitates a complete reassessment of the federal budget. Beyond fraud, further savings has been realized through reconsidering our financial commitments to organizations such as the World Health Organization (WHO), the Paris Climate Accord, USAID, selling real estate, and cutting the federal workforce by 75%. Additionally, Elon Musk recently told senators that DOGE’s efforts are saving approximately $4 million per day. Based on this, we must legally reduce the budget by at least $1.46 billion per year. Furthermore, it is illegal for Congress to knowingly fund fraudulent expenditures. The False Claims Act (31 U.S.C. §§ 3729–3733) imposes penalties for submitting false claims for federal funds, while the Anti-Deficiency Act (31 U.S.C. §§ 1341, 1517) prohibits spending money that has not been lawfully appropriated. Voting yes on continuing to fund government operations based on a budget tainted by fraud could violate these laws and undermine public trust in the integrity of congressional appropriations as well as carry legal implications. With these new DOGE findings, I also question whether voting on a Continuing Resolution (CR) would even be constitutional. If fraud has tainted prior spending, continuing to fund government operations under the same framework contradicts Congress’s responsibility to appropriate funds lawfully and responsibly. Instead of another CR, a brand-new budget should be drafted immediately to ensure taxpayer dollars are used efficiently and legally. I urge you to advocate for a full reassessment of the budget and take immediate steps to address these critical issues. American taxpayers deserve a government that operates with transparency, accountability, and fiscal responsibility.
