Ted Cruz and Tim Scott are seeking a $200 billion capital gains tax cut without approval from Congress. Nearly all the benefits of their proposal would go to the wealthiest 1%. Those in the bottom 50% of earners would not benefit at all. The Treasury Department is not supposed to make policy without Congress’ approval. Stop shirking Congress. Tax the rich!
